The Decree of the Government of the Russian Federation “Unified state information system in the field of healthcare” was signed

The Chairman of the Government, Dmitry Medvedev, signed the Decree of the Government of the Russian Federation from 5 May, 2018 № 555 "Unified state information system in healthcare". This Decree establishes the legal basis for the functioning of the Unified state information system in healthcare (USISH), its technological architecture, the main functions and a list of subsystems (including the Federal register of medical workers, the Federal register of medical organizations, the Federal electronic registry, the Federal register of electronic medical documents, the subsystem of monitoring and control in the field of procurement of medicines, the geographic information subsystem, and others).

The resolution also defines the procedure and terms of submission by information providers in USISH, the order of access to information and the exchange of information with the use of USISH aiming at creating a single digital circuit in the field of healthcare.

At the same time, this system will help to ensure the solution of a complex of tasks in the following areas: improving the effectiveness of management in the healthcare sector on the basis of information and technological support for solving forecasting problems; improving the quality of medical care through improving information support for the activities of medical organizations; raising awareness of the population on maintaining a healthy lifestyle, preventing diseases, receiving medical care; providing access to public health services in electronic form.

The measures on informing in the sphere of healthcare, declared for implementation within the framework of the Decree, are provided by the Federal law from July 29, 2017 № 242-FZ "Amendments to certain legislative acts of the Russian Federation on the use of information technologies in the field of healthcare".

According to the Decree of the Government of the Russian Federation, the Ministry of Healthcare will develop requirements for the functioning of individual subsystems of the Unified system.
